UAE Freight Forwarder Booking: Cargo Insurance and Cover Documents

Check whether a UAE freight forwarder’s booking includes cargo insurance and which documents confirm shipment-specific cover.

Do not assume a UAE freight forwarder’s transport booking includes cargo insurance. Check whether insurance was expressly arranged and whether the evidence applies to your consignment. This practical conclusion follows from the insurer and carrier examples below; those sources do not establish a universal UAE rule that transport bookings always include or exclude insurance.

This guide is for UAE importers verifying insurance for an inbound shipment, including cargo moving through GCC transport legs. Separate cargo insurance from liability cover

Do not use evidence of a forwarder’s liability policy as a substitute for evidence of insurance covering your cargo. Tokio Marine’s UAE policy-wording index lists freight-forwarder liability wording separately from Institute Cargo Clauses A, B and C. The index does not establish which wording applies to your shipment.

Similarly, Emirates Shipping Line’s Cargo Protect FAQ explains that compensation under its carrier liability cover is limited and may be much lower than the cargo’s commercial value. This is that carrier’s explanation, not a calculation of your potential recovery under another transport contract.

Identify the contracting roles of the freight forwarder, shipping line, shipowner and ship agent, where relevant, rather than treating them as interchangeable counterparties. Identify separately the insurer, policyholder and party arranging the insurance.

Documents to request and decisions to make

Use the following table as a practical document guide. Its checks are recommendations, not mandatory certificate fields or universal procedures. Ask the insurer or insurance arranger to explain any information that is absent or unclear.

What the verified product examples establish

For Emirates Shipping Line’s Cargo Protect product, the FAQ says a shipment certificate is generated after purchase confirmation, while the full policy wording is separately accessible or sent by email. This supports requesting both documents, but it is not a universal certificate-issuance process.

Tokio Marine’s UAE online quotation and policy terms say a quotation is indicative, policy formation requires insurer acceptance and premium payment, and cover starts on the date shown in the policy documents. These conditions apply to that online process; do not impose them automatically on another insurer’s cargo product.

Find help resolving an insurance gap

If insurance has not been arranged, discuss suitable cover with an insurer or broker before the intended transit begins. Use the directory’s Insurance Brokers category to identify candidates, or the freight forwarding and customs-clearance category to contact transport arrangers. Compare their written responses using the evidence table, rather than price or an assurance that the goods are insured.

Is a forwarder’s liability policy sufficient evidence of cargo insurance?

Not by itself. Tokio Marine’s wording index lists freight-forwarder liability and cargo clauses separately. Identify the policy that applies to your cargo, not just the forwarder’s insurance document.

Does an all-risks label mean every loss is covered?

No. Emirates Shipping Line describes its Cargo Protect cover by reference to Institute Cargo Clause (A), while expressly retaining exclusions. Read the wording applicable to your own shipment.

Can I use the freight booking date as the insurance start date?

Do not infer the start date from the booking. For its online policies, Tokio Marine states that cover starts on the date shown in the policy documents.

Are the insurance certificate and policy wording the same document?

Not in the Cargo Protect process described by Emirates Shipping Line: it provides a shipment certificate and makes the full policy wording available separately. Check both for that product.
